Mayener

Mayene is a small city state that is located in the far southeast corner
of the land at the base of the Spine of the World and just south of the
Drowned Lands. Mayene and Tear have always been enemies for Tear has
continually tried to absorb Mayene as a province of Tear. However, the
Firsts of Mayene have always maintained their independence. Only the
Mayene know the location of the oilfish shoals which is a highly valued
commodity. Their symbol is the golden hawk flying on a field of blue.
The ruling body, the Firsts of Mayene is held by only one person at a time
and is titled either The First Lord, or First Lady. The Firsts claim to
be direct descendants of Artur Hawkwing himself. The title of Second is a
lord or lady who serves as royal ambassador to the First, and as many as
nine have held the position at one time.
